California Institute of Technology (CalTech), in order to comply with the California Global Warming Solutions Act of 2006 (AB 32) commissioned Lincus to conduct an independent verification of its reported greenhouse gas emissions for the 2009 report year. The purpose of Lincus’ verification service was to objective review of evidence and to independently verify that the submitted emissions report is:
CalTech operates a cogeneration facility comprised of one combined cycle natural gas turbine (10.0 MW nameplate capacity) and one combined cycle steam generator (2.5 MW nameplate capacity). Steam for the steam generator is provided by cogenerator and three supplementary boilers. Boilers are also used to provide steam and heat to the university campus. CalTech also uses natural gas in various offices and dormitories. The natural gas supplies to these buildings are accounted through 53 gas meters installed throughout the campus. CalTech purchases all of its natural gas from Sempra Energy utility and electricity from “Pasadena Water and Power” electric utility.
CalTech’s emissions report was prepared in compliance with the emissions reporting standards administered by the California Air Resources Board (ARB). The GHG data collection period for this verification was between January 1 and December 31, 2009.
The verification approach was based on the requirements as defined in Regulation for the Mandatory Reporting of Greenhouse Gas Emissions: Subchapter 10, Article 2, Section 95100 to 95133, Title 17, California Code of Regulations. Lincus’ verification team planned and performed various tasks to obtain the information and explanations that are considered necessary to provide sufficient evidence to give reasonable assurance that the amount of GHG emission reported are free of material misstatement; and in full conformance with the requirements of the Regulation.
Based on the processes and procedures conducted, California Institute of Technology’s 2009 emissions data reported was found to be materially correct and in full conformance with the regulation.
